With China’s low-altitude economy booming, unmanned aerial vehicles (UAVs) as its core carrier have achieved rapid commercialization (2023 civil UAV sales over 80 billion yuan) but face rising safety and legal issues due to "technology leading, regulation lagging". Taking the *Civil Aviation Law of the People’s Republic of China (Revised Draft)* (Feb 2024) as the core, this paper analyzes the Draft’s roles in airspace management, industrial foundation, etc., examines remaining legal dilemmas (unclear market access, safety liability, etc.), and puts forward targeted optimization paths to support UAV industry compliance and low-altitude economy development.
